Group of Ministers Formed To Make Law To Insulate CBI From External Influences

As directed by the Central Vigilance Commission /CVC, the Central Bureau of Investigations/CBI, has been investigating  the irregularities in the allocation of coal mine blocks/coalgate cases and has registered 11 FIR's in the cases, so far.


In the "Coalgate"/Coal blocks allocation investigations report, as per the Supreme Court of India's instructions, the CBI Director submitted an affidavit.

In the affidavit, Ranjit Sinha, the CBI director has admitted that the details of the CBI investigation report has been shared with the former Law Minister Ashwani Kumar and Shatrughna Singh, the Joint Secretary of the Prime Minister's Office/PMO and A.K.Bhalla, the Joint Secretary of the Union Coal Ministry and the report has been changed as per their advice.


The Supreme Court of India, reacting to the affidavit of the CBI director has made comments that the CBI  has become a caged parrot, speaking in its master’s voice and CBI has got many masters


The Supreme Court of India has asked the Union Government of India to to make an effort to come out with a law to insulate CBI from external influence and intrusion and submit its compliance report/affidavit,  before 10th July 2013, the next hearing date in the 'coalgate' case.

As advised by the Supreme Court of India, the Union Government of India has formed a Group of Ministers/GOM, to draft a law to insulate the investigating agency,CBI, from external influence and the affidavit to be produced to the Supreme Court of India.



The GoM will be consisting of the following Union Ministers:

Finance Minister- P. Chidambaram- Head of the GoM

External Affairs Minister- Salman Khurshid-Member


Communications and Information Technology Minister- Kapil Sibal-Member


Information and Broadcasting Minister- Manish Tewari -Member and


Minister of State for Personnel- V. Narayanasamy -Member.

The above GoM will receive inputs from the present CBI director, Ranjit Sinha

and discuss on the matter and prepare a draft Law to make CBI independent and prepare the affidavit to be placed before the Supreme Court of India by 10th July 2013.
